The D24TIC was the highest tune this engine series received.

Very Good. Might want to add air filter to that list.

Your Very First Priority is to ascertain when the timing belt was changed last. TB failure = major major engine destruction.

Consensus here holds 60,000- 70,000 miles is a reasonable TB change interval. Less if the engine has sat for a long while, allowing the TB to take a "set" and also possibly suffer age degradation from environmental factors.

TB replacement is not trivial. Not especially difficult, but does require some special tools, and some very specific non-common procedures; no workarounds or "second best" steps tolerated.

Coolant doesn't really "circulate" thru the expansion tank in a noticeable current but will get hot and pressurized.
