Default Crank dampener bolts tightening torque?

Hi there, i'm new in this forum, i'm doing a timing belt/injectors work on a tow truck that i bought for restoring it, and using it on my garage... i have two doubts about it..

-What's the correct torque for those four crank dampener bolts? are they TTY type?
-I have the tool for the timing belt tension, i read on workshop manual it's 12-13 on scale. I feel belt tension too tight when those values are reached on tool. Is there any alternative method for testing belt tension once adjusted? twisting it by hand to some determined point or other way?
