Default Crank dampener bolts tightening torque?

Hi there, i'm new in this forum, i'm doing a timing belt/injectors work on a tow truck that i bought for restoring it, and using it on my garage... i have two doubts about it..

-What's the correct torque for those four crank dampener bolts? are they TTY type?
-I have the tool for the timing belt tension, i read on workshop manual it's 12-13 on scale. I feel belt tension too tight when those values are reached on tool. Is there any alternative method for testing belt tension once adjusted? twisting it by hand to some determined point or other way?

Excuse my poor english language please, thanks in advance, best regards

Roll the motor so that you are measuring the slack side of the belt.

the pulley to balancer bolts are not anything special. Its the big one in the middle that is critical.

Thanks for answering
i will try to measure it by the way you say, by rolling motor and measure on the slack side.

About dampener bolts, i think i read that they are 'torque to yield', and then not reusable...are they? I have a new set of them but i don't know the correct torque for those bolts...
They are not as critical as the big bolt for sure, but they play an important role by helping to keep the big bolt where it should be...

My greenbook says 20 Nm or 15 ft/lb for the allen bolts.
Does not say to replace them, and on 2 lines later it says the flywheel bolts are not to be reused.
