IP setting

Please I need help with my IP, I still can't adjust it properly... I want no smoke, good mpg and solid power for dd
Boosting about 13psi, main fuel screw turn 1/4 cw (if I turn it more, mpg goes down...), fuel pin turn to the deepest side (star wheel in stock position) and it smoke to much (for me) with full throttle before the turbo spool up... And when I turn the top screw on lda ccw there are less smoke but then it pull really bad before 2000-2300rpm with light throttle in the city (and the trans shifting too late), so how to get compromise in this adjustment?
