I'm having this same problem on a 96 tdic, the engine rocks on idle but runs smooth as silk on anything above 900rpm
I need to time the pump because when the cold start device is engaged (when cold!) Lots of white/black smoke. When its warm it has tell tale signs of slightly too advanced pump timing
I'd say your problem is definitely the timing but I'll report back when I do mine!
