I really like the idea of a VNT-type turbo. George (v8volvo) had a 240-series wagon with a D24+T setup he was going to modify to use a turbo from a VM Motori R428 engine. IIRC he was planning to adopt a solenoid valve from a Chrysler application to control the turbo's vane actuation. I know this isn't exactly an appropriate answer, but if George has made progress on this project it would be a worthwhile endeavor for you to look into.
