The picture shows the EGR system which is Exhaust Gas Recirculation. It is an emissions control to reduce the nox gasses in the exhaust. Vehicles of that age are not usually subject to any emissions control so you can disconnect it, remove it, blank it off etc. I doubt you will notice a change in power but its one thing less to worry about. You may get a gratifying feeling that you are getting more power by not burning exhaust gasses but only clean air in your engine. It may not be working anyway. If you disconnect it, blank off the vacuum line.
