Theres a good chance the belt was too tight. Its not easy to get the belt tension right as its necessary to loosen the bolts and raise the pump. A tight belt will hasten the wear on the shaft bushing and seal causing the pump to lose its prime overnight. This makes starting very hard.

Yes you really do need the special tools to time the pump. In Oregon you are likely to find someone who has them and enlist their service.
