Best way is to remove the rear camshaft sprocket. Special tools are required for that but it enables you to get the belt on and gives you an easy way of setting injection timing, all in one procedure. Just bolt up the pump somewhere in the middle of its adjustment range, take off that pulley, slip it inside the belt, put it on with the belt on it, set timing, cinch up the bolt, and you're done, other than potentially adjusting belt tension slightly.

Other way is to carefully set engine to TDC, set pump to TDC, loosen pump bracket mounting bolts, slide pump and bracket all the way up on the engine, slip the belt on, let the bracket and pump drop a little bit to set correct belt tension (you really don't want this one too tight though - should be quite loose and floppy when cold, then slightly tighter but still not taut when warm - if too tight it'll eat the IP shaft bushing). Then, you set timing by rotating the pump in relation to the bracket. However, this only gives you a fine timing adjustment - if you end up being off by a tooth on the belt or more, you have to loosen the pump mounting up again, take off the belt, and start over. It's a much more cumbersome and difficult process than the cam gear method, but it works, and it does enable you to do without two special tools that are needed for the other method, 9995199 and 9995201.

For both methods you need the dial indicator and holder for setting pump timing, but those are easy to get, you can use VW versions without much trouble.

Whichever method you choose, reading through the complete timing procedure in the Volvo greenbook a few times is a good idea - it explains things pretty well and will give you some background in how the whole thing is set up.
