Compression and timing help

Two questions:

1) How do you time these engines or really what are the specs? I know people are talking about 90mm or so but what does that mean and what are the procedures for actually adjusting...

I'm trying to decide whether I should sell it or just fix the trans and drive it.

The body is super straight. NO rust at all.
